Can regional challenges become landscape opportunities?

As regions grow, demands for housing, mobility, energy, economy, environmental quality and nature restoration increasingly compete for the same limited space. At OKRA, we help governments and institutions with a landscape-based regional approach that:

  • translates complex spatial challenges into coherent long-term visions;
  • strengthens existing urban structures as a foundation for sustainable growth;
  • integrates housing, mobility, energy and ecology within a regional framework;
  • aligns municipalities, stakeholders and investment agendas around shared ambitions;
  • balances development with climate resilience, biodiversity and quality of life.
South Holland Coastal Framework 2070 uses the coastal landscape as a unifying regional framework to align urban growth, economic development, nature restoration and climate adaptation across municipal boundaries.

A shared regional vision

We look beyond individual projects and municipal boundaries to understand how functions can be concentrated and combined, shaping regions as integrated systems. We see the landscape as a shared spatial resource through which cities, infrastructure and ecological systems are interconnected. This perspective enables strategic choices about where growth can occur, which qualities must be protected, and how competing ambitions can work together. Through the research project ‘Kennisregio aan Zee 2070’, we developed a long-term spatial framework for South Holland that guides its future growth, while building on the strengths of the landscape and safeguarding environmental, economic and social value.
